The latest installment in the Public Funds Public Schools interview series highlights the work of public education advocates in Georgia, who successfully defeated private school voucher proposals during the 2023 legislative session. As these proposals continue to pass in states across the country at alarming rates, it is more crucial than ever that state and local organizations share knowledge and strategies on how best to oppose these harmful policies.

PFPS Interview with Richland County Public Education Partners
Robert Lominack, Executive Director of Richland County Public Education Partners (RCPEP), and Debbie Billings, a parent and public school advocate in South Carolina affiliated with RCPEP, spoke with Nicole Ciullo, Research & Policy Associate at Education Law Center. Founded in 2018, RCPEP works to improve Richland County public schools by supporting and developing innovative initiatives that assist teachers, students, and families. The interview, which was conducted earlier in the legislative session, has been edited for length and clarity.
The PFPS Interview: Reverend Johnson of Pastors for Texas Children
Reverend Charles Foster Johnson, co-pastor of Bread, in Fort Worth, Texas; Founder and Executive Director of Pastors for Texas Children, a faith-based advocacy group that works to promote and advance public schools in Texas; and head of the national Pastors for Children organization spoke to Jessica Levin, Public Funds Public Schools Director. The interview has been edited for length and clarity.
Litigation Public Funds Public Schools
Private school voucher programs raise a number of legal issues, and many have faced court challenges. Voucher programs may violate a state constitution's education clause, including a state's obligation to adequately fund public schools or to provide a uniform system of public schools, and other important state constitutional protections.
Voucher lawsuits have also been based on violations of the First Amendment to the U.S. Constitution as well as state constitutional provisions, known as Blaine Amendments or no-aid clauses, that prohibit public funding of religious institutions. Other voucher lawsuits have focused on students' civil rights guarantees.

The Fiscal Consequences of Private School Vouchers
The use of publicly funded vouchers to support enrollment in private schools has a long history, but only over the past dozen years have private school vouchers gained significant traction in the United States. In some states over this time period, the growth in voucher programs has been dramatic.
A History of Private Schools and Race in the American South
Private schools in the South were established, expanded, and supported to preserve the Southern tradition of racial segregation in the face of the federal courts’ dismantling of “separate but equal.” White students left public schools in droves to both traditional and newly formed private schools. From 1950 to 1965, private school enrollment grew at unprecedented rates all over the nation, with the South having the largest growth.

In Overturning Brown, Suitts examines the parallels between southern segregationist practices and the modern school choice movement, exposing the fallacy behind the latter’s so-called civil rights agenda. The book also highlights the risks facing America’s underserved youth as expanding school voucher programs divert public funds to predominantly white, often wealthy private schools.
